Citizen's Participation
 
  • In every ward, there shall be a citizens’ committee. Such a committee shall consist of (a) community leaders, (b) heads of all CBOs, (c) important professionals residing in the ward, (d) nominees from political parties, if necessary, and (e) nominees from the City Corporation.
  • In addition, there should be an advisory committee for each area of responsibility. Prominent citizens with experience in respective areas might be selected to chair such advisory committees.
  • A high-powered council, perhaps named the DCC Council, should be formed to advise the DCC. Heads of all service-providing agencies should be members of the council. Community leaders, nominees of major political parties, retired professionals, nominees of the government, citizens’ committees, private sector bodies and NGOs dealing with the Corporation should also be members. They should deliberate on all important issues and pressing concerns of citizens and prepare recommendations to the City Corporation as well as to the government for consideration and implementation. The council should also scrutinize the management of the City Corporation and prepare a citizens’ charter for each area of responsibility of the City Corporation. Such a charter could include guidelines on the quality of service provided by the City Corporation as well as other service-providers.
  • The City Corporation should have direct representation in all boards of directors or governing bodies of all service-providing organizations. Organizations that provides services to city dwellers are:

  • The City Corporation should cooperate and coordinate with all service-providing organizations so that services are provided in the most efficient and cost effective manner. It should also hold public hearings to ensure that development and maintenance work cause the least inconvenience to citizens.
  • The DCC Mayor should also set up a business council. Such a council should include only members from the private sector, i.e., nominees of the FBCCI, various chambers, associations and industrial concerns. This council would review the business environment in the city to advise and assist the Mayor in decision-making so that the business environment in the city area improves.
  • Within the city limits, the City Corporation should coordinate and cooperate with all activities of NGOs and CBOs so that optimum results are obtained from their activities.
